Summary

Hastings is a dynamic, historic river community of 23,000 residents located 22 miles southeast of St. Paul, adjacent to Wisconsin, and 25 minutes from St. Paul and 35 minutes from Minneapolis and the airport. It is the county seat of Dakota County. Hastings is a home-rule charter city operating under the Mayor-Council form of government. Policymaking and legislative authority are vested in the City Council consisting of a mayor and six members, all elected on a non-partisan basis. Four Councilmembers are elected from within their respective wards and the Mayor and two Councilmembers are elected at-large. All are elected to four-year staggered terms with a two-year difference between at-large and ward council seats. The Council is responsible, among other things, for passing ordinances, adopting the budget, appointing commissions and/or citizen committees and hiring the City Administrator. The City Administrator is the chief administrative official of the City and is responsible to the Council for the administration of the City’s affairs as set forth in the City’s Charter in alignment with the City Council’s strategic vision and goals. This includes carrying out the policies and ordinances of the City, overseeing the day-to-day operations of the city, and preparing and administering the annual budget and Capital Improvement Program. The City of Hastings provides a full range of services including: police and fire protection; basic and advanced life support ambulance services; the construction and maintenance of streets and other public infrastructure; parks; recreational and cultural facilities and general administrative services. In addition, the City provides enterprise activities including water, sewer and storm water services as well as hydroelectric power generation. The City contributes to joint powers recreational operations, operates the Hastings Family Aquatic Center and Civic Arena, and supports several other important community-based events and projects. The City currently has 111 full-time equivalent employees. The 2019 General Fund budget is $11.6 million and the 2019 budget for all funds, including debt service, is $32 million. The City’s fund balance policy specifies a goal to maintain an unassigned fund balance in the General Fund of 30%-40% of the subsequent year’s budgeted expenditures. The City maintains a Standard and Poor’s G.O. bond rating of AA. The City’s adopted 2019 Capital Improvement and Equipment Maintenance Plans anticipate capital investment for the current five-year period of approximately $34 million of which $6.8 million is programmed for 2019. The Capital Improvement Plan is updated annually as part of the budget process. There have been only two City Administrators in the past 30 years
