Summary

DEFINITION:
Perform administrative, managerial and professional work, planning, coordinating and directing the operations of the Public Works Department to include divisions of administration, engineering and operations; participates as a member of the Executive Management Team; and assumes duties of the City Manager as directed.

This individual will lead our operations and engineering teams and will also project manage and engineer high level projects in a fast growing inner ring suburb in the Denver metropolitan area.
ESSENTIAL DUTIES: The following duties are illustrative only and are not intended to be all inclusive:
Plan, direct and coordinate the administrative and technical programs involved in the design and construction of all public works, including streets, sidewalks and drainage structures; establish policy for the Public Works Department; implement directives from City Manager.
Develop the organizational structure, including lines of authority, responsibility and communications for the department in order to carry out policy and goals of the City; revise the organizational structure as required. Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of team members; insure team members comply with applicable occupational health and safety standards and department regulations regarding conduct and appearance.
Establish policies, programs and projects for the department with the approval of the City Manager and within the policies of the City Council.
Plan, in conjunction with consultants or team members, the design and construction of Public Works projects; review and analyze subdivisions and related private developments with the general public and developers.
Plan, organize and direct the maintenance, repair and cleaning of City streets, rights of way and relating facilities, including storm drainage, alleys, gutters, parkways and miscellaneous non-park public property; supervise street lighting programs and installations.
Direct and may participate in conducting of surveys for new Public Works projects and the improvement of existing facilities, the preparation of designs and plans, and the preparation of estimates and contracts.
Direct the inspection of all Public Works construction projects for adherence to approved plans and specifications, testing of construction materials in preparation of payments to contractors.
Prepare, administer, and implement annual department budget and exercise control over expenditures of budget and funds; develop and administer Capital Improvements Program and budget in cooperation with other City departments.
Prepare and submit reports as required to the City Manager regarding department activities; attend conferences and meetings to keep abreast of current trends in the field.
QUALIFICATIONS:
Knowledge - Thorough knowledge of methods, equipment, materials, principles and standard practices used in construction, maintenance, repair and operation of public works structures and systems; principles and practices of modern management and administration.
Skills - Demonstrated skill in preparing written reports and projects; skill in the operation of equipment necessary to perform the functions of the job.
Abilities - Provide effective leadership; supervise and coordinate the activities of a complex organization; exercise sound judgment in evaluating situations and making decisions; administer, plan and direct comprehensive programs; analyze and prepare comprehensive reports; communicate effectively verbally and in writing; insure compliance with and follow standard safety practices and procedures common to construction and municipal maintenance work; establish and maintain effective working relationships with employees, other agencies, City officials and the public.
EVIDENCE OF QUALIFICATIONS:
Training - Bachelor's degree in Engineering or a closely related field.
Experience - Six (6) years of increasingly responsible professional experience in engineering work or in building trades and construction with considerable management and supervisory experience at an administrative level

Any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.
