Summary

The City of Avondale is currently accepting applications for the position of Fire Chief. This is a full time exempt position with benefits. The schedule for this position is Monday through Thursday, 7:00 a.m. to 6:00 p.m. The hiring pay range for this position is $135,221.21-165,145.98.

The Fire Chief plans, organizes and directs a full service fire, rescue and medical emergency response agency. Responsible for a variety of community service functions including fire code enforcement, community education and inspection. Provides professional leadership and serves as on-scene emergency incident commander, Director of Emergency Management for the City and represents the City in emergency service matters at the regional, state and national levels.

ESSENTIAL FUNCTIONS:

Completes departmental administration by developing and administering departmental goals, budgets, policies and procedures. Develops and implements internal and external customer service improvements by advocating an organizational culture that promotes employee excellence. Plans for the maintenance and development of the department as a key service provider impacting the quality of life within the community through new technologies and service delivery enhancements.

Oversees department operations by providing adequate staffing, apparatus, equipment and deployment planning. Provides appropriate training, professional development and equipment maintenance. Responds to emergency incidents to provide incident command and logistical support. Conducts incident investigations and operational reviews. Promotes culture of non-incident workplace safety through education, training, inspection, investigation and incident follow-up.

Manages the departmental community service program by developing and implementing a comprehensive community education program and developing public awareness and public information programs. Supports innovative service delivery initiatives in the areas of emergency incident response, community healthcare, community risk reduction, and homeland security with an overall focus on risk reduction and incident prevention. Reviews development plans and conducts commercial inspections.

Serves as Director of Emergency Management, develops and maintains the comprehensive City emergency management plan. Maintains City Emergency Operations Center and comprehensive data management system. Conducts emergency operations training exercises involving all City departments. Demonstrates a strong commitment to and value of diversity in the department and the City.

Serves as an active member of the City executive leadership team by participating in regular staff and City Council meetings and various standing ad hoc committees. Provides input and administrative support for City projects and initiatives and operational support for city special events.

Supervises, and evaluates staff by addressing employee concerns and problems. Performs staff development through mentorship, coaching, and performance appraisal. Conducts disciplinary processes in coordination with the Human Resources Department as necessary.

Serves as the fire and medical services advisor to City administration, the City Council and as the City representative on fire and medical service issues within the community. Participates in regional, state and national committees and organizations. Delivers and coordinates presentations to local groups and organizations. Develops and implements departmental strategic plan and annual work plan that properly aligns with the city's strategic plan.

Supports and promotes transparency as a core value in the department as part of the City organization. Proactively provides information to City management staff in support of informed decision-making. Provides information to the City Council, residents and stakeholders readily and as appropriate.

JOB REQUIREMENTS:

Work requires broad knowledge in a general professional or technical field. Bachelor's degree in Public Administration, Fire Science, Business Administration or Emergency Management is required. Master's degree preferred.

Minimum five years experience as Fire Chief or Assistant Fire Chief in a similar or larger size jurisdiction.

Valid Arizona Operator's Driver's License, or ability to obtain an AZ Driver License.
