Summary

Catawba County is recruiting an executive-level Utilities and Engineering Director responsible for planning, directing, and overseeing all functions of the County's Utilities and Engineering department and providing input and advice to County Management on policy formulation, issues, and projects. This position is responsible for providing long-term strategic and day-to-day operational management of the following functions: Building Inspections, Building Plan Review, Code Compliance, Erosion Control, Solid Waste (landfill management and recycling), and Water and Sewer. In addition, this position is responsible for overseeing $17M in operating and capital funds, and managing 59 employees in all matters of personnel. Supervised by the County Manager, the position is vacant due to retirement of current Director after long tenure with Catawba County.

RESPONSIBILITIES:
Develop and administer long- and short-range financial, operational, capital improvement plans for landfill, water, sewer, and stormwater infrastructure, and State and local building code compliance;
Oversee and direct Solid Waste operations, including solid waste disposal, landfill leachate control, landfill gas control, household hazardous waste collection and disposal, air quality control, groundwater remediation projects, and management of a planned landfill cell expansion (bid management, vendor selection, contract oversight, regulatory agency coordination);
Manage water and sewer infrastructure master planning activities in unincorporated County (in close coordination with partner municipalities) to include establishment of one or more districts, funding model and rate structure, geographic boundaries, etc.;
Direct operations of Building Services: building plan review, permitting, inspections, advisement on LEED building accreditation and applicability of rehabilitation code, and Building code compliance;
Provide policy advice, analysis, and presentations to County Manager and Board of Commissioners on issues related to solid waste, building construction, building code compliance, water, sewer, stormwater, co-generation/electrical production including air quality, compost facility operations, grant projects, and associated infrastructure administration;
Negotiate and manage shared service arrangements (solid waste franchise, municipal revenue-sharing, loan programs, building plan review and inspections, research partnerships, etc.) and serve as liaison between the County and various partners;
Support Catawba County Economic Development Corporation in industry recruitment and expansion efforts;
Working with citizens, developers, contractors, and elected officials to resolve often complex or sensitive issues; and
Monitor proposed federal and state legislation, and advocate to positively influence the outcome to the benefit of the County.

QUALIFICATIONS:
Bachelor's degree in Civil, Mechanical, or Environmental Engineering plus a minimum of five years of experience in management of solid waste, public works, and/or building compliance services and three years of responsible supervisory experience; OR
Any combination of education, training, and experience administering comparable functions to demonstrate possession of the required skill set to perform the position's duties.
Professional Engineer Certification preferred.

ADDITIONAL REQUIREMENTS:
Valid driver's license with a safe driving record;
Extensive technical knowledge in all engineering disciplines and working knowledge of solid waste landfills, water and sewer treatment and distribution systems, electrical generation, sustainable energy, stormwater management, and building code compliance;
Capacity to work collaboratively and maintain effective relationships with Board of Commissioners, County Management, other county departments, advisory boards and committees, partner municipalities, state and federal regulatory agencies and institutions, business representatives, vendors, and consultants;
Sound judgment in analyzing situations and making decisions involving a variety of fiscal and business areas, and the ability to carry out that judgment with considerable professional and managerial discretion;
Ability to organize, direct, and evaluate the work of a diverse staff of professional, technically skilled, and semi-skilled employees;
Familiarity with the organization and functions of County government;
Excellent communication, both written and oral;
Exceptional customer service orientation; including diplomacy, tact, patience, and empathy;
Ability to react to changing job requirements and duties as they occur;
Willingness to establish residency in Catawba County within 12 months of appointment of position
